Power of attorney

Why Russia requires a power of attorney

Without one, a Russian ZAGS office will not issue a replacement certificate to another person. Under Article 9 of the Federal Law “On Civil Status Acts”, a representative needs a notarised power of attorney.

You draw up the power of attorney in favour of our staff member at a Belarusian notary. Post it to us with a copy of your passport, or bring both to any of our offices.

We’ll explain how to word it before you visit the notary. That way you won’t have to redo it.

Apostille

Does a Russian document need an apostille?

It depends on the country where the document will be used. Check the requirements with the authority you are submitting it to; if in doubt, message us.

  • For Belarus

Belarus and Russia are both parties to the 1993 Minsk Convention. Under its Article 13, documents bearing the official seal of a competent authority are accepted in other member states without special certification. We have not found official guidance specifically for Belarus and Russia, so please check with the authority.

  • For Ukraine

From 27 December 2022, Ukraine suspended the Minsk Convention in its relations with Russia and Belarus. Russian documents need an apostille there.

  • For other countries

Apostilles on civil registry documents are issued by the authorities of the Russian regions responsible for civil status registration. Countries outside the Hague Convention require consular legalisation.
